Safety notes say topical only. I'm certain my cat will lick his fur no matter how much I try to rub the powder in! Isn't this unsafe?

Though it is not toxic for animals, the symptoms may be mild and self-limiting. You should try to prevent the animal from licking until the product has fully dried. Once dried, it should not cause the same reaction when licked.
